Program Description
Since the 1970s HKI has been working to establish sustainable evidence-based approaches to enhance health, nutrition, rehabilitation and education in Indonesia. HKI's programs in Indonesia engage all levels of the government health and education structure from national to village level. HKI provides services which are integrated into existing health and education systems by developing its human resources and infrastructure, conducting needs assessments, analyzing local characteristics to inform program design and implementation, training of personnel, providing basic equipment and medicines, delivering services, monitoring program progress and evaluating their impact.
Helen Keller International currently implements education, rehabilitation, eye care, health, and nutrition programs in 24 countries worldwide. Through 90 years of experience, HKI has developed particular expertise in large scale implementation of targeted interventions, development of government service delivery systems and comprehensive monitoring of program outcomes, such as policy developments, educational access, nutritional status, mortality and morbidity.
Monitoring and Evaluation (M&E) ManagerPosition Description
The M&E Manager will be responsible for design and management of a comprehensive monitoring and evaluation systems, in accordance with client and HKI requirements. The M&E Manager also will build capacity of project staff and partners in data collection and monitoring.
Essential Job Functions:
Preparing the Performance Monitoring Plans (PMP) for existing and new grants.
Provide technical advice in the design and implementation of data collection exercises (e.g. baseline and endline surveys; regular performance monitoring, etc.) for program monitoring and evaluation of impact.
Conducting data analysis and report writing on a regular basis, depending on program timelines and schedules.
Coordinating with program managers in conducting field visits to program sites for monitoring and tracking of program activities.
Contributing to monthly and quarterly reports to clients.
Participate in refining and tracking indicators and targets with staff and partner organizations.
Developing data collection instruments and tools.
Designing the data capture systems.
Developing and implementing data quality assurance systems.
Training data collectors (including project staff and partners).
Supervising, training, and mentoring other M&E staff.
Qualifications and Experience
Master’s Degree in social sciences, public health, economics, statistics or a related area.
Minimum seven (7) years of experience in monitoring and evaluation of development programs, in education, public health and or nutrition/food security/agriculture.
Demonstrated experience in designing and implementing population-based surveys in nutrition, food security, education, eye health or related public health field.
Minimum seven years of experience working on complex health, nutrition, education, social and economic development programs in Indonesia.
Demonstrated ability to manage a team.
Demonstrated ability to mentor, and coach colleagues and M&E system users.
Prior experience in designing project monitoring and evaluation plans and systems.
Experience with monitoring and evaluation of USAID-funded projects.
Technical understanding of economic development, agriculture and/or food security, nutrition, education , gender and social inclusion issues, and ability to design and track indicators to measure performance in these areas.
Ability to work independently, take initiative and manage a variety of activities concurrently.
A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
Ability to communicate technical issues effectively and persuasively.
Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems.
Strong data collection, analysis, and report writing skills required.
Excellent computer skills (word-processing, spreadsheets, statistical packages and databases) are required.
Strong oral and written communication skills in bahasa Indonesia and English required.
